You are attempting to upgrade your camera in too short a time.
Interesting advances in DSLR technology happen about every 18 months or so ... major ones very three years at the entry level where your camera falls.
To achieve a noticeable increase in image quality, you will have to look at the Canon 5D, Mark II, but if you have any EF-S lenses, they will not work on the 5D ... they can cause mirror damage. If you do have EF-S lenses, then your only option if you want to "upgrade" so soon is to look at the 50D.

Technically it can, but doing so will pretty much reduce your camera to a system that would've been nice a few hundred years back....
It won't work without lens altogether, but you can make a "pinhole lens" out of the body cup that comes with it:

I suggest - get the cheapest lens you can find for that body, even if it's a manual focus, etc., and you'll be much better off. Check eBay and Craigs List for your area. You should be able to find something that will fit your budget.

understand that whatever brand dSLR you buy, if it's not the top end, pro stuff like Nikon's five thousand dollar D3s, it's going to lose a lot of value in three years.
Buy the very best glass, and it will hold its value for many, many years. There are no giant leaps of improvement for lenses, it's a very slow crawl. The prime lens I purchased for my dSLR cost about 80 bucks in the 80s. I paid about 110 for it in 2007. My zoom was around 1300 in the 90s so I'm told, I'm not totally sure. In 2008 I paid 1150 for it.
dSLRs drop like a rock, know that going in. I paid 1399 for mine Oct 2007 with taxes it was 1500 bucks out the door here in CA. It was just discontinued and the price on the way out was around 799 bucks give or take depending on where you went, that's 2.5 years roughly. That hurts, but that's the way it goes for Nikon, Canon, Sony Alpha, Pentax etc. Being in perfect condition and protection plans won't help you much, you should take good care of your gear, but don't drop a ton of dough on any plan expecting it to do anything but cover your for whatever time you've been given, it won't really add much value.

At that price point you won't get near a t2i - about 0 retail.
However I do have a recommendation for you. One of my Canon dslr cameras is the Rebel XS.
I've had mine for over a year with excellent results. About 0 with a kit lens at retail.I will warn you of this if you haven't heard it already. There is a learning curve that goes with any dslr. If you don't know how to operate it properly and get (and keep) it out of full auto you'd might as well buy a point and shoot. It's important for you to learn the relationship between ISO, shutter speed, aperture and light to get the best results.
Understand I don't always use full manual but I never shoot in full auto. Full auto on any dslr camera is only as good as a point and shoot of equal size. The full control and quality of the glass available is what really makes the technical quality what it is.
Since 95% of any good photo is because of the photographer's skill with the tools, learning to operate any dslr camera properly is the only way to achieve the result you're no doubt looking for.
